Actually, Ebay is very serious about violators; you just need to use the
right reporting tools in Ebay which CAN be a bit cumbersome.

This guy has been reported repeatedly to eBay [and Comcast] over the
course of the last several years by several members of this group.

If they haven't done anything by now, chances are, they're not going to.
