I want to buy a DVD burner with digital tuner so as to
time shift off air programs

In future, id want to add sound system as well.

How can I "build" a decent audio system around a DVD
burner?

Connect the output of the "burner" to the input of the system.

OK..... my problem is that many lower end home theater
system such as Onkyo already have a built in DVD player
which I do NOT want.

Is it possible to get only an amp and speaker setup to
use in conjunction with DVD burner with ATSC tuner?

Depends on your budget but you can buy amp and speakers independently.

Budget would be $400

I do not but I suspect it is doable as you can get name brand AVRs for
about $200 on closeouts and a decent pair of speakers for the same
amount. If you are willing to buy used, you can probably do even
better.
