what exactly is the cm17a?
Does it send out rf frequecies?
If so could i use it to send out rf freqs. to communicate with other rf
devices in my house?

I want to be able to use it to communicate with my satelite reciever,
it has an rf remote with it. I'ld like to be able to change the
channels from my computer. is that possible?

The CM17A "Firecracker" is a little dongle which connects to
an RS232 serial port. It sends out specific code signals at
310 MHz which are received by several models of transceivers
which convert them to X10 power line signals.

It's unlikely to be compatible with your satellite receiver's
control frequency or codes. (You can look up your satellite
remote's FCC registration to find out its frequency.)
