Does anyone make a noise filter that's small enough to fit in a light box
(octagon)?
I replaced a couple of CF screw ins a month ago and they have started to
block the signal. They did not do this when new!

The web page says this is installed across the powerline, hot to neutral.
How does it work without shorting out the desired X10 signal too?
Or does it short out everything but the X10 freq and hope the noise
source wasn't exactly on frequency?

That's one way to use it. You can also wire it hot to hot at the panel.
I did that years ago to block a neighbor's baby monitor.
