Another possible solution is an IP-controlled power strip where each
outlet can be managed via a web interface; the kind typically found in
data centers to allow remotely power-cycling machines. These seem to be
exactly what you want but they are of course fairly expensive. Here's a

I have looked at these before. A possibility, but I don't think that my
building inspector is likely to permit either:
1) Disassembling the power strip to get at its internal connections, or
2) Taking my permanent loads and wiring them with plugs to plug into the
power strip (but admittedly I haven't asked the building inspector yet).

Furthermore, this solves the problem only for a single 15A or 20A circuit,
and I have multiple circuits to deal with.

I wish the makers of these remote controlled power strips (and there are many
brands and models out there) would think about making versions with screw
terminals for mounting in an enclosure, with multiple circuits.
